U.S. Independent Transmission Company HYDRO-LINK Appoints Zelda Weitz as Chief Executive Officer for a Landmark Cross-Border Transmission Project
WASHINGTON, D.C. — March 18, 2026 — HYDRO-LINK, a US private sector transmission company today announced the appointment of Zelda Weitz as Chief Executive Officer, adding strong, experienced leadership to a company that is developing of one of Sub-Saharan Africa’s most strategically important privately financed transmission infrastructure projects.
Zelda brings almost two decades of senior leadership experience to HYDRO-LINK. She has led market expansion across multiple Sub-Saharan African power markets, including in the DRC. She has developed and managed multiple generation, transmission and distribution projects in Africa’s energy space. A seasoned executive, Zelda has fostered trusted, long-term relationships with investors, partners, clients, as well as with the teams she leads.
HYDRO-LINK is a consortium of American energy investors and leading industry players from the African power and critical minerals mining sectors. It aims to deliver 1,200 MW of surplus energy from Angola to the DRC in accordance with agreements signed with Angola and the DRC in 2025. Its Founder and Chairman, industry veteran Paul Hinks stated, “A dearth of power capacity in the DRC Copperbelt has created huge, suppressed demand that has already seen a number of investors step into the breach. I am delighted that Zelda has been appointed as Chief Executive Officer for HYDRO-LINK as she brings a rare combination of strategic discipline, operational depth and humility to the organization.
