Zambezi River Authority (ZRA)

The Zambezi River Authority (the Authority) is a bi-lateral organisation jointly and equally owned by the Governments of Zambia and Zimbabwe. Established in 1987, the Authority is responsible for the operation, maintenance, and management of the Kariba Dam Complex and the sustainable management of the shared water resources of the Zambezi River.


The Authority recently successfully delivered the US$294 million Kariba Dam Rehabilitation Project (KDRP), a major dam safety initiative that secured the long-term structural integrity and operational reliability of the Kariba Dam, one of Africa’s most important hydropower assets.
As the only transboundary dam management institution serving two sovereign states within the Zambezi River Basin, ZRA plays a critical role in regional energy security, water resources management, and climate resilience. The Authority is also leading the development of the 2,400 MW Batoka Gorge Hydro-Electric Scheme, a flagship regional renewable energy project that will contribute significantly to Southern Africa’s energy future.
